Job Summary
The Senior Natural Resources Specialist will review and process water utility information, audits, documentation, and data submitted to the Texas Water Development Board ( TWDB ). Contributes to the development and improvement of processes to enhance the department’s overall efficiency.
Essential Duties And Responsibilities
Performs routine reviews of information, applications, documentation, and data submitted by utilities to TWDB . Provides technical consultation, researches information and determines compliance with rules, regulations, policies and guidelines. Initiates and responds to communications and inquiries. Provides assistance and technical information about the Technical Assistance for Water Loss Control ( TAWLC ) program, water conservation, leak detection, efficiency measures, financial assistance, and emerging issues to utilities and the general public. Inputs information into institutional databases; documents research and compliance determinations. Follows established protocol for records management. Prepares correspondence, reports, standard operating procedures, and other documents; tracks and reports on status of assignments; provides guidance to junior staff, ensuring tasks are completed accurately and efficiently. Performs other duties as assigned.
Minimum Qualifications
Bachelor’s degree in a relevant field (e.g., water resources, engineering, natural sciences, planning or related field) from an accredited institution. One (1) year of related experience (e.g., water conservation, water utility operations and processes, water loss, water system compliance, stakeholder interaction or other related fields). Five (5) years of an equivalent combination of education and related experience.
Preferred Qualifications
Master’s degree or PhD from an accredited college or university in water resources, engineering, natural sciences, planning, or a related field. Familiarity with water utility operations and processes, water loss audits and related terminology, calculations, and industry standards. Experience in reviewing technical documents, data analysis and reporting, both verbally and in writing, and stakeholder/customer interaction.
Work Schedule
Monday-Friday; 8:00am-5:00pm. Infrequent travel (i.e., annually) for activities such as job skills training or participating in institutional and client meetings and conferences. Work can be performed remotely unless requested for in-person meetings. Based on funding availability. The position to end at the start of fiscal year of 8/31/2026.
